Repeals the facility need review requirement that the Louisiana Department of Health must use to determine whether new opioid treatment programs are needed in a given area

Eliminates the prohibition on the department licensing new opioid treatment programs unless a geographic need has been established through department criteria and processes

Repeals R.S. 40:2116(B)(5) and R.S. 40:2159, removing state-level barriers to opening opioid treatment facilities

Effective immediately upon the governor's signature or upon expiration of the time for bills to become law without signature
