Requires towing/storage facility owners to make good faith efforts within 5 business days of obtaining a vehicle to establish the vehicle's state of registration and title by checking Louisiana OMV databases, the National Motor Vehicle Title Information System, vehicle tags/stickers, law enforcement reports, tow tickets, and the vehicle interior

Reduces the deadline for notifying vehicle owners and lienholders about stored vehicles from 10 business days to 7 business days after receiving owner information from the department

Prohibits storage facilities from charging storage fees if they fail to make good faith efforts to comply with notification requirements

Requires towing-storage operators to accept various documents as proof of interest when releasing vehicles, including electronic/paper titles, lender contracts, lease agreements, and insurance company credentials, and to provide detailed itemized invoices upon vehicle surrender

Mandates that towing-storage operators allow vehicle owners, lienholders, and insurance representatives to inspect towed vehicles and retrieve personal property not affixed to the vehicle within one hour of presenting required documentation during business hours
