Municipalities may adopt ordinances authorizing entry onto private property to perform lead service line replacements, with at least 7 days advance notice to owners and residents (emergency exceptions apply)

Property entry is limited solely to lead service line replacement work; municipalities cannot enter for unrelated purposes

Required notice must include scheduled date/time, expected water service disruption, locations for supplementary drinking water distribution, and remedies if property access is denied

Notice delivery requires in-person attempt first, followed by certified mail or prominent posting on the property if residents cannot be reached

After completion, municipalities must send certified mail to owners documenting when the replacement occurred and summarizing work performed
