Requires licensed early learning centers, federally-regulated daycare centers, and public/nonpublic prekindergarten programs first placed in operation on or after August 1, 2012 to have a risk assessor conduct a lead hazard risk assessment of the facility and grounds at least 30 calendar days before commencing operations.

Exempts facilities that have been inspected, assessed, or subject to lead abatement/remediation since 1978; only portions not previously addressed require assessment.

Mandates submission of risk assessment results to the Department of Environmental Quality, Department of Education, and Louisiana Department of Health prior to license issuance.

Requires the Department of Education to notify DEQ and LDH upon receiving licensure applications for covered facilities.

Authorizes the DEQ secretary to enter memoranda of agreement with the Louisiana Department of Health and Department of Education to implement these requirements; effective August 1, 2026.
