Creates the Baton Rouge Community College Economic Development District in East Baton Rouge Parish as a political subdivision to promote cooperative economic and community development on property owned by the college

Governed by a 5-member board of commissioners: the college's highest executive officer (who serves as chairman) plus 4 appointees, with 2 members required to represent businesses within the district; members serve 5-year terms without salary

Grants the district broad powers including issuing bonds, levying taxes (ad valorem up to 5 mills, sales taxes up to 2%, hotel occupancy taxes up to 2%), levying special assessments, acquiring property, and creating subdistricts—taxes require voter approval unless no qualified electors reside in the district

Authorizes the district to receive sales/use tax increments and hotel occupancy tax increments that exceed revenues collected in the year before the district was established

District dissolves upon the later of: one year after all debt is paid in full, or 50 years from creation; residential properties (homes, apartments, dormitories, student housing) are explicitly excluded from the district boundaries
