Creates the BLVD at Harding Area Special District as a special district and political subdivision in Baton Rouge to fund infrastructure costs through cooperative economic development with the city and property owners

Board of commissioners includes the Baton Rouge mayor (or designee), two appointees each from the state House and Senate members representing the district, and property owners or their representatives who apply for membership

Grants the district tax increment financing authority, including ad valorem tax increment financing, sales tax increment financing, and hotel occupancy tax authority, with power to issue bonds and other debt instruments

Authorizes the district to levy up to five mills ad valorem tax and two percent sales tax after approval by a majority of district electors, or without election if the registrar certifies no qualified electors reside in the district

District dissolves one year after all bonds and indebtedness are paid in full, with a minimum existence of three years
