Removes the requirement for employers to fingerprint job applicants and forward fingerprints to the FBI for national criminal history checks when conducting employment background checks through the Louisiana Bureau of Criminal Identification and Information

Requires postsecondary education institutions to receive both state and national criminal history records when requesting background checks, rather than the previous option of receiving one or both

Authorizes the Bureau of Criminal Identification and Information to release expunged criminal history records to public qualified entities (such as those serving children, elderly, or disabled individuals) at its discretion when strong evidence shows this would protect vulnerable populations

Prohibits private qualified entities from receiving any expunged criminal history record information

Effective August 1, 2026
