Adds fiscal intermediary services to the list of contract types eligible for "invitation to negotiate" procurement method under both the Louisiana Procurement Code and information technology procurement provisions

Removes the requirement for local newspaper advertisement on invitations to bid for services located in a particular parish, making such publication optional rather than mandatory

Eliminates the procurement support team's role in reviewing, negotiating, and recommending information technology contracts, and removes the definition of "related services" from IT procurement law

Establishes new judicial review procedures requiring petitions be filed within 14 days of written determination, served on specified officials, with administrative records transmitted within 60 days to the Nineteenth Judicial District Court exercising appellate jurisdiction
