Expands the definition of "claimant" under Louisiana public works law to include parties with noncontractual relationships with owners, contractors, or subcontractors

Requires claimants without a direct contract with the contractor to serve a written "Notice to Contractor and Public Entity" within 45 days of first furnishing labor, services, materials, or equipment to preserve bond and contract fund claims

Creates a mandatory "Monthly Notice of Nonpayment" requirement for noncontractual claimants who have not been paid within 30 days of the due date, which must be served on the contractor, public entity, and surety within 75 days after the calendar month in which unpaid work was performed

Failure to provide required notices bars claimants from asserting claims against the contractor, surety bond, or public entity for the affected work periods

Establishes acceptable notice delivery methods including registered/certified mail, commercial delivery service with confirmation, or electronic mail to designated addresses, effective August 1, 2026
