Eliminates the affidavit option for voters without photo ID and replaces it with a requirement to present two forms of alternative identification from specified lists of primary and secondary documents

Expands acceptable photo identification to include U.S. Passport books, Certificates of Citizenship and Naturalization, and Tribal ID cards issued by state or federally recognized tribes

Establishes primary documents for non-photo ID voting: original/certified birth certificate, Social Security card, U.S. Passport card, Tribal ID without photo, or VA Health ID card

Establishes secondary documents: voter registration certificate, utility bill, bank statement, government check/document, or paycheck/pay stub (all must be within 12 months and contain voter's name and address)

Requires election commissioners to be trained on the new identification requirements and removes references to voter identification affidavits from post-election documentation procedures
