Removes the Office of Facility Planning and Control from administering the Water Sector Program, leaving administration to the Office of Community Development in consultation with the Louisiana Department of Health and Department of Environmental Quality.

Extends the deadline for the division to submit project ratings and funding recommendations from 45 days to 60 days after the application period ends.

Authorizes the Water Sector Commission to submit recommendations for subsequent grant awards without requiring a new application period, and to rescind grants if recipients fail to comply with approved guidance.

Disqualifies grant recipients who fail to comply with rate study requirements from receiving future Water Sector Program grants.

Allows the commission to approve modifications to grant project scope of work, while exempting minor technical changes that don't affect project purpose from requiring commission approval.
