LA SB326

Requires contractor license applicants and qualifying parties to be U.S. citizens or legal residents, and increases minimum liability insurance from $100,000 to $500,000 for residential construction, mold remediation, and home improvement contractors

Adds new violation for failure to comply with state or local laws regarding underground utility notification and mapping prior to digging, and exempts applicant/licensee documents and investigative materials from public records requests

Requires board notification within 30 days when a qualifying party disassociates from a license, with 60 days to designate a replacement, and mandates anyone reapplying after license revocation appear before the board for approval

Allows the board to retain 4% administrative fees from funds collected for construction management school programs and from violation fines/penalties transferred to the Construction Educational Trust Fund

Removes board authority to hold meetings outside Baton Rouge, prohibits board members from providing continuing education courses to licensees, and requires residential roofing contractors for any building used wholly or partly for residential purposes
