Authorizes sheriffs, municipal police departments, and local law enforcement agencies to contract with licensed private service providers for administrative and logistical assistance related to motor vehicle regulatory enforcement, but only after a commissioned officer has initiated the enforcement action.

Permits service providers to perform specific functions including license plate processing, electronic verification of registration and insurance through OMV systems, preparation and mailing of noncompliance notices, coordination with towing facilities, and recordkeeping.

Requires all service provider actions to be performed pursuant to documented direction from the contracting law enforcement agency.

Allows motorists to voluntarily execute a written waiver consenting to surrender their license plate and have it administratively handled by a private service provider after a lawful enforcement action has been initiated.

Explicitly prohibits granting any police powers or law enforcement authority to service providers; effective August 1, 2026.
