Expands certified question authority to allow courts of last resort from other states (not just federal courts) to certify questions of Louisiana law to the Louisiana Supreme Court for advisory opinions

Authorizes multiple criers for the Supreme Court (instead of one mandatory crier), selected from court security personnel who receive $3,100 annually and may be granted statewide police power

Allows justices living more than 50 miles from the courthouse to receive expense reimbursements as vouchered expenses under a federal tax-compliant accountable plan rather than as compensation

Excludes reimbursed expenses under the new provision from being counted as employee compensation for public retirement system purposes

Repeals R.S. 13:75, which provided for the retirement pay of a Supreme Court crier at age 80 after continuous service
