Creates "independent contractor occupational accident coverage" as a new private insurance option for independent contractors who become injured, disabled, or die due to work-related accidents, with policies approved by the commissioner of insurance

Requires occupational accident coverage to include minimum $1 million medical benefits per occurrence, temporary disability benefits, accidental death and dismemberment benefits, and a certificate of coverage filed with Louisiana Works

Establishes a "safe harbor" exempting principals from statutory employer liability when contractors maintain a valid employer ID or registered business entity, execute a written independent contractor agreement, maintain qualifying occupational accident coverage, and retain control over work methods

Specifies that truck tractor operations (fueling, driving, connecting lines/hoses, hooking trailers, inspections) do not constitute "manual labor" for purposes of workers' compensation coverage requirements

Allows construction industry contractors, specialty trades, CDL owner-operators, and equipment operators to elect coverage under the workers' compensation chapter
