Amends Louisiana Public Service Commission's authority to explicitly require "fair and equitable" rates for natural gas pipeline transportation and local public utilities, replacing the previous standard of simply regulating "the rates charged"

Applies the "fair and equitable" rate standard to street railways, gas, electric light, heat, power, waterworks, and other local public utilities

Changes the standard for costs passed through to consumers via adjustment clauses from "just and reasonable" to "fair and equitable"

Requires the commission to audit electric utility adjustment clause filings at least every other year and exercise rate-fixing authority to modify fuel adjustment charges

Effective August 1, 2026
