Establishes the Watershed Restoration and Conservation Fund in the state treasury to support reclamation, restoration, and long-term stewardship of lands and watersheds impacted by sand and stone mining operations, with priority given to flood-prone areas and impaired watersheds.

Funds the account with remaining severance tax revenues from sand and stone mining after required allocations to the Bond Security and Redemption Fund, Coastal Protection and Restoration Fund, and political subdivisions.

Authorizes fund expenditures for reclamation of abandoned mining sites, watershed-based flood risk reduction projects, soil and water quality improvements, and administrative costs of eligible watershed-based entities.

Requires eligible recipient entities to have legislatively-approved master plans, statutory authority for floodplain management, rulemaking authority, and governing boards with parish representation and relevant professional expertise in fields such as engineering, hydrology, and environmental science.

Directs the secretary to administer the fund and submit an annual report to the Senate Committee on Natural Resources, House Committee on Natural Resources and Environment, and Senate Committee on Environmental Quality before March 1 each year; effective August 1, 2026.
