Mandates manufacturers report detailed cost information including production costs, research and development expenses (broken down by public funds, manufacturer funds, and third-party funds), and marketing/advertising costs directed at consumers and prescribers

Requires reporting entities (manufacturers, PBMs, wholesalers, group purchasing organizations) to provide pricing component data within 60 days of a joint request from the commissioner and secretary, with all information to be published on Department of Insurance and LDH websites

Establishes enforcement through the Unfair Trade Practices and Consumer Protection Law, with the attorney general authorized to investigate violations and seek restitution, treble damages, and attorney fees; reporting entities must pay for any audits of their submitted data

Requires a joint annual report to the governor and legislative leadership identifying trends in prescription drug costs, the 25 costliest drugs, 25 most frequently prescribed drugs, and 25 drugs with highest year-over-year price increases
