Consolidates all lead poisoning provisions for children from the Department of Environmental Quality (Title 30) into the Louisiana Department of Health (Title 40), effective August 1, 2026

Requires early learning centers, schools with prekindergarten programs, and public/nonpublic elementary schools built before 1978 to submit lead testing results for the building, water supply, and adjacent soil before obtaining occupancy approval

Mandates healthcare providers report positive blood lead test results to the state health officer, who must define what constitutes a positive result

Prohibits the sale of lead-based paint by repealing current law that allowed sales with warning labels

Requires property owners to begin correcting lead hazard violations within 15 days of notification and complete corrections within 30 days; unauthorized removal of posted lead warning notices carries a $500 fine
