Expands the definition of "testing" for Class B firefighting foam containing fluorinated organic chemicals to include evaluation of equipment, systems, or foam concentrates for operability, performance verification, calibration, conformance to manufacturer specifications, and regulatory compliance

Explicitly includes discharge testing of fixed fire suppression systems, mobile apparatus testing, proportioning system calibrations, and system acceptance testing within the definition of "testing"

Creates a new definition of "training" covering instruction, drills, exercises, demonstrations, and activities to familiarize personnel with deployment, handling, storage, mixing, proportioning, or application of firefighting foam

Excludes emergency firefighting operations from both the "testing" and "training" definitions

Effective August 1, 2026
