Authorizes local school boards to establish "career practicums" on public high school campuses—limited-scope business operations where students receive compensated, credit-bearing work-based learning aligned with BESE-approved career pathways

Requires each career practicum to operate under a cooperative endeavor agreement with a private business partner that demonstrates fair market value reciprocity, includes liability insurance and indemnification, and complies with the constitutional "Cabela's test" for public-private agreements

Student participants must be paid at or above minimum wage as employees of the business partner, earn academic credit, receive safety training, and are prohibited from hazardous occupations barred for minors

All funds provided to school boards as reciprocity must be deposited into a restricted Career Practicum Fund used solely for work-based learning, instructional equipment, or related educational purposes

Existing on-campus work-based learning programs may continue but must achieve full compliance with all provisions by the 2029-2030 school year; charter schools may also participate under applicable charter law
