Authorizes administrative fines up to $100,000 for violations and establishes that violations constitute unfair trade practices under Louisiana consumer protection law

Creates civil remedies allowing athletes to sue agents for damages including loss of eligibility, financial harm, or reputational harm, with recovery of actual damages, attorney fees, and court costs
