Revises the definition of "blaster" to clarify it includes persons who directly manage, supervise, or direct others who detonate explosives, and specifies detonation must be by "intentionally causing an explosion to occur"

Creates a new definition for "explosives business" covering corporations, partnerships, and other entities engaged in manufacturing, distributing, buying, selling, or consuming explosives

Modifies the "handler" definition to cover persons who transport explosives (replacing "handles") and clarifies they cannot be final end consumers of explosives

Expands the definition of "person" to explicitly include employees, principal owners, and directors of explosives businesses

Extends civil penalty liability of up to $10,000 per violation to explosives businesses in addition to individuals, effective August 1, 2026
