Expands the Residential Contractors Subcommittee from 5 to 9 members, adding 3 members nominated by the Louisiana Manufactured Housing Association and 2 at-large gubernatorial appointees

Abolishes the Louisiana Manufactured Housing Commission and transfers all its powers, duties, and regulatory authority over manufactured and modular homes to the Residential Subcommittee of the State Licensing Board for Contractors

Establishes comprehensive licensing requirements for manufacturers, factory-built housing residential contractors, developers, salesmen, installers, and transporters, including mandatory surety bonds ($50,000 for contractors/developers, $25,000 for installers/transporters) and annual continuing education

Creates mandatory warranty protections for new manufactured and modular home purchasers: 1 year for general defects, 2 years for plumbing/electrical/HVAC systems, and 5 years for major structural defects

Requires municipalities and parishes to inspect manufactured and modular home installations using certified inspectors trained in federal HUD construction standards, with the Residential Subcommittee having final authority to resolve disputes over code interpretation
