Excludes Tobacco Master Settlement Agreement litigation and cases where the state is a judgment creditor from the $150 million cap

Amends Louisiana Code of Civil Procedure Article 2124(B)(1)(a) and (D)

Becomes effective upon governor's signature or expiration of time for gubernatorial action
