Transfers the Louisiana Health Works Commission and Cybersecurity Education Management Council from the Board of Regents to Louisiana Works, which will provide staff, facilities, and administrative oversight for healthcare and cybersecurity workforce development programs.

Shifts responsibility for developing and administering the Louisiana common application, Hunger-Free Campus designations, Purple Star Campus designations, and incubator facility evaluations from the Board of Regents to individual management boards (LSU, University of Louisiana System, Southern University, and Community and Technical Colleges).

Transfers governance of the Louisiana Universities Marine Consortium for Research and Education from the Board of Regents to the LSU Board of Supervisors, which will serve as fiscal agent and partner with other institutions through cooperative endeavor agreements.

Removes Board of Regents approval requirement for minor construction projects under $1 million and self-funded projects up to $10 million on higher education campuses, requiring only management board approval along with the division of administration and Joint Legislative Committee on the Budget.

Requires each management board to establish agency attrition analysis processes for their institutions with a goal of reducing state general fund-supported positions by 5% annually for three years beginning Fiscal Year 2026-2027, with reports submitted to the Joint Legislative Committee on the Budget.
