LA SB56

Renames the Southeast Louisiana Flood Protection Authority-West Bank to the "West Bank Levee Authority" and renames the Lafitte Area Independent Levee District to the "Lafitte Area Levee District"

Transfers governance of the Lafitte Area Levee District to the board of commissioners of the West Bank Levee Authority, effective August 1, 2026, eliminating the district's previous independent board structure requiring gubernatorial appointments with Senate confirmation

Expands the West Bank Levee Authority board from seven to nine members, adding one seat specifically for a resident within the territorial jurisdiction of the Lafitte Area Levee District and increasing required professional/engineer positions from one to three members

Preserves legal proceedings and outstanding indebtedness of the Lafitte Area Levee District as separate from the authority, with no cross-liability between districts within the authority's jurisdiction

Directs the Louisiana State Law Institute to update all statutory references to reflect the new entity names
