Charges an annual royalty fee of $25 plus a $3.50 handling fee per plate

Directs all royalty fee revenue to the Donald J. Thibodeaux Training Complex for emergency vehicle operations training for local governments

Updates the Training Academy location from "near Holden, Louisiana" to "in Baton Rouge" and effective August 1, 2026
