Prohibits private entities from using expropriation (eminent domain) to acquire property for carbon dioxide pipeline transportation or geologic storage

Repeals existing authority for entities engaged in CO2 piping, marketing, pipeline transportation, and underground storage to expropriate property

Removes the Secretary of the Department of Energy and Conservation's authority to issue certificates of public convenience and necessity for CO2 pipelines and storage facilities

Eliminates the secretary's authority to order unit operation (forced pooling) of carbon dioxide storage facilities

Adds protection of natural resources and safeguarding individual constitutional rights as state responsibilities related to CO2 storage, while removing the declaration that carbon dioxide is a "valuable commodity"
