Authorizes the commissioner of administration to convey, transfer, assign, lease, or deliver three parcels of state property in Lafayette Parish to the Lafayette Public Trust Financing Authority

Property includes Parcel ADV-19-A-P1 (0.547 acre), Parcel ADV-19-C-P1 (0.78 acre), and Parcel ADV-13-P1 (Lots 1, 2, and 3 of Square/Block 16 in McComb Addition), all related to the I-10 Connector/I-49 project

State retains all mineral rights associated with the transferred properties

Transfer must be in exchange for consideration proportionate to the appraised value of the property

Becomes effective upon signature by the governor or upon expiration of time for gubernatorial action
