LA SB80

Grants the Office of Broadband Development and Connectivity exclusive authority to develop rules, investigate complaints, and enforce compliance for all GUMBO broadband programs (1.0 through 4.0), including authority to issue administrative penalties, suspend disbursements, recover funds, or exclude providers from programs

Increases administrative funding caps from 1% to 2.5% for program administration and from 1% to 2.5% for third-party contractors, for a combined maximum of 5% of appropriated funds

Removes fixed payment milestone schedules (35%, 60%, 85%, 100% completion) for GUMBO 1.0 and 2.0 grantees, allowing the office to determine disbursement thresholds through rulemaking instead

Requires GUMBO 3.0 and 4.0 grants to follow Louisiana Procurement Code or Public Bid Law, with alternative procurement methods allowed if the commissioner of administration determines it serves the state's best interest

Applies only to broadband deployments funded by GUMBO 2.0, 3.0, or 4.0 programs initiated after August 1, 2026; does not apply to earlier deployments or non-GUMBO-funded projects
