Requires written consent from the prosecuting authority for a defendant to waive their right to a jury trial in noncapital felony cases

Removes the previous 45-day timeline distinction that allowed defendants to unilaterally waive jury trials more than 45 days before trial, while requiring district attorney consent only within 45 days

Courts must deny a defendant's motion to waive a jury trial if the prosecutor does not provide written consent

Amends Code of Criminal Procedure Article 780(C)

Becomes effective only if a companion constitutional amendment to Article I, Section 17(A) is adopted by voters in a statewide election
