Creates a Climate Change Adaptation Cost Recovery Program requiring fossil fuel companies responsible for more than 1 billion metric tons of greenhouse gas emissions during 1995-2024 to pay into a state superfund based on their proportional share of emissions

Establishes strict liability for "responsible parties" (fossil fuel extractors), with payments calculated at 80% of climate-related costs attributable to covered emissions through December 31, 2045

Allows responsible parties to pay cost recovery demands in full or in 24 annual installments (10% first year, remainder spread equally), with a 10% annual penalty for late payments

Requires at least 40% of fund expenditures to benefit environmental justice populations, defined as neighborhoods with low income, high minority population, or limited English proficiency

Funds climate adaptation projects including stormwater upgrades, flood protection, grid resilience, building weatherization, public health programs, nature-based solutions, and extreme weather preparedness
