Prohibits retailers from providing plastic carryout bags, allowing only recycled paper bags (minimum 50% postconsumer content) for at least 10 cents each or reusable cloth/fabric bags, with 5 cents per bag remitted to the state's new Plastics Environmental Protection Fund

Bans retail sale of miniature alcohol bottles (100ml or less) in plastic containers effective January 1, 2027, and plastic water bottles (1 liter or less) effective January 1, 2026, with exceptions for emergencies

Requires disposable food service ware to be provided only upon customer request effective January 1, 2028, and prohibits black plastic food service ware

Prohibits intentional release of balloons filled with lighter-than-air gas, with exemptions for scientific/meteorological purposes and children under 12

Requires "Do Not Flush" labeling on premoistened wipes containing petrochemical fibers, with penalties up to $2,500 per violation, and directs DEP to study feasibility of banning polystyrene statewide by June 30, 2026
