Restricts distribution of neonicotinoid pesticides to certified commercial applicators, certified private applicators, or licensed applicators only, with an exception for neonicotinoid-treated nursery plants

Requires applicators to provide property owners with authorization forms, bee warning labels, environmental harm notices, and obtain signed acknowledgments before applying neonicotinoids on others' property

Exempts pet care products (flea/tick treatments), personal care products (lice/bedbug treatments), indoor pest control products, and products used for industrial/institutional/structural pest control from the new restrictions

Adds pollinator protection from adverse pesticide effects to pesticide application training requirements under Chapter 132B

Directs MassDOT to identify opportunities to replace non-native turf grasses around solar installations on department property with native flowering plants to attract pollinators
