Requires the Commissioner of the Division of Insurance to conduct a biennial investigation into flood insurance rates set by the National Flood Insurance Program

Investigation must focus on three areas: affordability of flood insurance for home and business owners, sustainability of the program, and whether premiums accurately reflect actual risk of loss

Commissioner must make each biennial report publicly available and submit it to the clerks of the House of Representatives and Senate

Amends Section 102D of Chapter 175A of the General Laws
