MA H1096

Requires all health insurers in Massachusetts to reimburse Federally Qualified Health Centers (FQHCs) at rates at least equivalent to MassHealth (Medicaid) reimbursement rates, using the federal prospective payment system methodology under 42 U.S.C. § 1396a(bb)

Applies to multiple insurance types: commercial insurers, hospital service corporations, medical service corporations, dental service corporations, health maintenance organizations, preferred provider organizations, and state employee health plans

Mandates the Division of Insurance issue implementing regulations by January 1, 2027 and consult with MassHealth to obtain per-visit payment rates for each FQHC

Requires all Division of Insurance-licensed entities that reimburse FQHCs to submit annual compliance reports demonstrating their total reimbursements met the MassHealth-equivalent threshold

Extends the same reimbursement requirements to student health insurance programs authorized under Chapter 15A
