Establishes the Lobstering Closure Mitigation Fund, administered by the Department of Unemployment Assistance, to compensate lobstermen for financial losses from fishing area closures due to endangered marine species protections

Provides weekly payments of $1 per lobster trap tag to eligible Massachusetts-domiciled commercial lobstermen holding active, transferable permits, available from January 1 through June 30 annually

Requires recipients to demonstrate progress toward business incorporation to maintain eligibility after the first year of payments, with annual progress reviews by the Secretary of State

Mandates annual reporting to the House and Senate Ways and Means Committees and Joint Committee on Agriculture on fund income, expenditures, and balances

Fund automatically dissolves 3 fiscal years after the act takes effect, with any remaining money reverting to the General Fund
