Requires health insurers to count third-party payments (such as manufacturer copay assistance or charitable contributions) toward an enrollee's deductible and out-of-pocket maximums

Mandates that any cost sharing reductions made on behalf of an enrollee be applied immediately and fully toward the enrollee's cost sharing obligations

Requires insurers to include expenditures for all covered essential health benefits when calculating an enrollee's progress toward annual out-of-pocket limits

Applies to health plans entered into, amended, extended, or renewed on or after January 1, 2026

Grants the Commission authority to promulgate rules and regulations for implementation
