Establishes the "Commission to Study the Safety of Food and Food Additives" with 15 members including medical professionals, dietitians, food scientists, and representatives from public health agencies, farming groups, and consumer advocates

Directs the commission to investigate health impacts of specific substances: high fructose corn syrup, seed oils, artificial coloring dyes, monosodium glutamate, artificial sweeteners, trans fats, sodium nitrite/nitrate, and BPA in food packaging

Grants the commission authority to hold public hearings, employ staff, and issue subpoenas for documents and witness testimony

Requires a final report with findings, legislative recommendations, and public education suggestions within two years of the commission's first meeting

Appropriates $2,000,000 from the General Fund for the biennium to cover commission operations
