Requires all health insurance policies in Massachusetts that cover prescription drugs to establish a separate out-of-pocket limit specifically for prescription drugs, including specialty drugs

Caps the prescription drug out-of-pocket limit at the federal high deductible health plan minimum annual deductible amount under IRS Code Section 223 (currently $1,600 for self-only coverage and $3,200 for family coverage in 2024)

Applies to multiple insurance types: standard insurance policies (Chapter 175), hospital service plans (Chapter 176A), medical service agreements (Chapter 176B), and health maintenance organizations (Chapter 176G)

Defines "out-of-pocket limit" to include cost-sharing expenditures as defined under the Affordable Care Act that relate to prescription drug coverage

Takes effect for all applicable policies delivered, issued, or renewed on or after January 1, 2025
