Requires the Center for Health Information and Analysis to evaluate and publicly report on individual private and public health insurer data metrics, including operating margins, total margins, reserves, enrollment, premiums, medical expenses, and administrative expenses on both total and per-member-per-month basis.

Mandates the Division of Insurance Commissioner to share all insurer information submitted under Chapter 176J (small group health insurance) with the Center for Health Information and Analysis.

Requires the Division of Insurance Commissioner to share all carrier information submitted under Chapter 176O (managed care organizations) with the Center for Health Information and Analysis.

Reports must be issued periodically, including in the Center's annual report, and presented on both an industry-wide and payer-specific basis, broken down by line of business where possible.
