Amends Chapter 175 of Massachusetts General Laws to add definitions for "consumer product," "maintenance agreement," and "motor vehicle manufacturer" to service contract regulations

Expands the definition of "service contract" to explicitly include coverage for tire/wheel repair from road hazards, paintless dent removal, windshield chip/crack repair, and key/key-fob replacement

Exempts public utility warranties, mechanical breakdown insurance, licensed motor vehicle dealer agreements, builder warranties, manufacturer warranties, and maintenance agreements from service contract regulations

Provides motor vehicle manufacturers a partial exemption, requiring compliance with only certain sections of the law and exempting them from licensure requirements when offering service contracts on their own products
