Renames the "Division of Marine Fisheries" to the "Division of Marine Fisheries Resources" within the Department of Fish and Game under the Executive Office of Environmental Affairs

Director of Marine Fisheries Resources would be appointed and removed by the Commissioner of Fish and Game with approval from the Marine Fisheries Advisory Commission

Division responsibilities include promoting commercial fishing industry development, improving marketing and distribution of fish products, establishing product identification standards, and improving conditions for fishermen and shoreside industries

Authorizes the division to collect and publish catch data and fisheries statistics, enter agreements with entities like UMass for fish stock research, and advise the Governor on regulatory impacts to the fishing industry

Enables cooperation with other states, federal agencies, and foreign nations on fisheries matters, with authority to receive and dispense funds as authorized by the General Court
