Allows the Registrar of Motor Vehicles to accept motor vehicle registration certificates without a physical or electronic insurance stamp if the applicant or insurance company provides proof of insurance (such as an insurance card or verifiable policy information)

Requires all companies authorized to issue motor vehicle liability policies in Massachusetts to maintain an electronic system enabling the commissioner to verify an applicant's insurance status

Directs the commissioner to promulgate regulations under Chapter 30A establishing minimum standards for insurance companies' electronic verification systems

Amends Section 34B of Chapter 90 of the General Laws (motor vehicle insurance requirements)
