Expands the definition of "licensed mental health professional" in Massachusetts insurance law to include licensed educational psychologists within their lawful scope of practice

Amends five sections of the General Laws governing different types of health insurance: state employee insurance (Chapter 32A), commercial insurance (Chapter 175), hospital service corporations (Chapter 176A), medical service corporations (Chapter 176B), and HMOs (Chapter 176G)

Requires insurance coverage for mental health services provided by educational psychologists, in addition to psychiatrists, psychologists, clinical social workers, mental health counselors, and nurse mental health clinical specialists already covered

Applies to all insurance policies issued or renewed on or after March 1, 2006, including policies issued within or outside Massachusetts
