Establishes statutory definitions for "hemp," "cannabidiol (CBD)," "hemp products," and "THC" in Massachusetts General Laws, aligning hemp's THC concentration limit with federal law

Requires Department of Agricultural Resources licensing for anyone planting, growing, harvesting, possessing, processing, or distributing industrial hemp or hemp seed, with annual licenses granted upon meeting application requirements

Permits hemp derivatives including CBD to be added to topical products (cosmetics, personal care) and consumable products (dietary supplements, foods, beverages) without being considered adulterated

Allows hemp and hemp products lawfully produced in other states, tribes, or countries under USDA-approved programs to be sold in Massachusetts

Authorizes the Department to conduct inspections, establish THC testing programs, promulgate regulations, and assess civil administrative fines for violations with a 21-day appeal window
