Allows dentists and patients to enter into direct dental care agreements based on periodic fees for specified services, bypassing traditional fee-for-service arrangements financed through dental insurance

Requires agreements to describe services provided, specify periodic fees and any additional charges, and prohibit dentists from submitting fee-for-service claims for covered services

Exempts dentists offering direct dental care agreements from being classified as insurance companies and from Division of Insurance oversight

Defines direct dental care as the screening, assessment, and diagnosis of oral health and disease

Amends Chapter 112 of Massachusetts General Laws by adding new Section 53A
