Prohibits health insurers, HMOs, MassHealth, and the Group Insurance Commission from rejecting written verification from healthcare providers for gender-affirming care, unless the documentation clearly fails to meet established clinical guidelines

Limits insurers to requiring only one written verification or certification that care is needed for treatment of gender dysphoria

Applies uniformly across multiple insurance types: state employee insurance (Chapter 32A), Medicaid (Chapter 118E), commercial insurers (Chapter 175), Blue Cross Blue Shield plans (Chapters 176A and 176B), and HMOs (Chapter 176G)

Defines "qualified mental health care professional" as one meeting minimum credentials and standards of care established by the World Professional Association for Transgender Health (WPATH)
