Establishes the Agriculture and Fishery Vulnerability Preparedness Grant Fund, administered by the Secretary of Energy and Environmental Affairs in consultation with the Departments of Agricultural Resources and Fish and Game

Provides grants to Massachusetts farms and fisheries for climate adaptation projects including controlled climate growing, energy efficiency, renewable energy, climate resilient management practices, nature-based solutions, and infrastructure improvements

Fund sources include legislative appropriations, interest earned, and public/private gifts, grants, and donations; funds do not revert to the General Fund at fiscal year end

Allocates technical assistance to help farms and fisheries prioritize applications, plan climate adaptation initiatives, and identify additional funding sources

Requires quarterly reporting to legislative committees on grant applicants, recipients, amounts, geographic distribution, and administrative costs; regulations must be filed with the Joint Committee on Agriculture at least 30 days before taking effect
